As the US entered WWI, many railroads found their switchers weren't up to the job, leading to the introduction of a new 0-6-0 designed by the United States Railroad Administration (USRA) in 1918. Larger and more powerful, these locos could handle all types of switching and some transfer work.

Production ended in 1919 with 255 built and in service on 28 railroads, but the design was copied into the 1920s.
